JAMES C. BIFULCO, CSP

Managing Safety and Loss Control Consultant for TSC, James Bifulco has close to 15 years' experience in construction safety. He possesses a mix of education and experience that makes him uniquely qualified as an expert in construction safety. He achieved the designation of Certified Safety Professional (CSP) by the Board of Certified Safety Professionals, is a certified NYC Site Safety Manager (#685), NYC Licensed Rigger, NYS certified Workplace Safety and Loss Prevention Consultant and an authorized OSHA construction safety and health trainer. He has a BS degree from CUNY and completed construction safety training programs from NYU and Georgia Institute of Technology.

Mr. Bifulco maintains memberships with key organizations including the American Society of Safety Engineers, where he is the Metro Chapter President, the Building Trades Employers Association Safety Committee, and the National Fire Protection Association.

In addition to acting as the Safety Project Manager, Site Safety Manager and Alternate Site Safety Manager on various major construction projects, Mr. Bifulco manages a staff of safety professionals and participates as a trainer in the various programs provided by TSC.

Prior to his tenure with TSC, Mr. Bifulco worked for the NYC B.E.S.T. Squad for four years, where he conducted hundreds of safety compliance audits and accident investigations on major construction and demoltion projects throughout NYC.

STANLEY SLUSZKA, CHST

Supervising Loss Control Consultant for TSC, Stanley Sluszka, a licensed Site Safety Manager (#693), most recently acted as the Regional Safety Director for Kajima Construction, a multinational construction company. Mr. Sluszka has been working in construction supervision and safety in excess of 16 years. Mr. Sluszka has acted as a Safety Engineer on major construction projects relating to the New York City Transit Authority. From 1989 to 1995, he was employed by the New York City Department of Buildings as a Safety Compliance Officer assigned to the B.E.S.T. Squad. In this position, he conducted safety inspections on major construction projects for compliance with all the applicable City, State, and Federal safety statutes.

For over nine years, Mr. Sluszka acted as both superintendent and safety director for a construction company specializing in residential renovations.

Mr. Sluszka has a Bachelor of Science degree from the State University College at New Paltz, graduating Cum Laude. He has memberships with key professional organizations including the American Society of Safety Engineers where he is the Construction Committee Chairperson, the Safety Managers Association of New York and the Construction Safety Professional Association. He completed the OSHA 10-hour course for construction and the NYC Transit AuthorityÕs Track Safety Training.

THOMAS FERRANTE

Tom Ferrante is Manager of Training and Technical Support for TSC with more than 28 years in the construction industry, 22 years of which were dedicated to education and training. Prior to his tenure with TSC, Mr. Ferrante was Business Representative District Council No. 9. In this role he was directly in charge of all Union activity in Nassau and Suffolk County responsible for overseeing the day-to-day operations of the Long Island office including contract negotiations, handling fringe benefit shortages, and determining work assignments.

For more than eight years, Mr. Ferrante was the Director of Apprenticeship and Training District Council No. 9 Joint Apprentice and Training Fund where he was responsible to provide a myriad of technical training programs including and health and safety classes to all 13,000 members. The program became a certifying agent for the state of New Jersey lead license program, EPA approved in New York State for lead training, as well as New York State approved for Asbestos licensing, and New York City approved for training on swing stage scaffolds.

He has certifications from nearly 20 educational seminars and has played a critical role on several committees including The New York State Lead Poisoning Prevention Advisory Council, an active member since March 2001. He was appointed by Governor Pataki to develop a comprehensive plan to eliminate lead poisoning in New York State by the year 2010. He also participated on the International Union of Painters and Allied Trades Curriculum Committee for five years, during which time he was responsible for the creation and publication of all training materials for the apprenticeship programs and journeyperson upgrades in skills-based training.

ALBERT RIVERA, CHST

Supervising Safety and Loss Control Consultant and Senior Scaffold Safety Trainer for TSC, Albert Rivera has in excess of 12 years experience in safety management and construction supervision primarily with restoration projects. He is a licensed Site Safety Manager and is currently acting as supervising safety consultant overseeing staff on major construction projects. Mr. Rivera is assigned to supervise safety activities for all ongoing faŤade restoration, maintenance, and repair work for Verizon properties in New York City. He has completed several construction health and safety training programs and maintains membership with the American Society of Safety Engineers. Mr. Rivera is a certified scaffold safety instructor.

JACKY PHILIBERT, PE

Structural and Quality Control Consultant for TSC, Jacky Philibert is a Professional Engineer licensed in the State of New York. For TSC, he is responsible for monitoring subcontractor compliance with contractual quality assurance standards and practices and for developing, maintaining, and documenting the effectiveness of quality programs on major construction projects.

He has more than 15 years experience in the construction industry with the majority of his experience as quality control engineer. Mr. Philibert has been responsible for monitoring and inspecting all aspects of quality control including pile driving at project commencement, reviewing test procedures for curtain walls, monitoring laboratory tests and site evaluation to ensure that inspectors proceed based on project specifications.

Throughout his career he has been involved with and provided quality control inspections at such prestigious projects as Queens Hospital Center Department, Jewish ChildrenÕs Museum, Kings County Hospital/Psychiatric Building, Bank Street College, and the Jewish Board of Family and Children. Mr. Philibert additionally provided quality control inspections for The NYC Bus Terminal Port Authority and the 179th Street train station for New York City Transit Authority.

Mr. Philibert has a Masters of Science in Civil Engineering from Polytechnic University. In addition he holds several certificates including NICET, ACWI, and Certified Quality Engineer from American Society for Quality.

TOMASZ P. DERING

Mr. Dering is a safety and loss control consultant for TSC with more than eight years professional experience. For TSC, he is responsible for identifying hazards and developing hazard management techniques, reviewing and evaluating safety management and health and safety programs, and organizing pre-planning meetings to review aspects of the more hazardous operations. He is a seasoned safety trainer with significant background in researching technical, legal and safety information for developing and updating training programs and presentations. Prior to his tenure with TSC, Mr. Dering was a training coordinator for Industrial Safety and Environmental Solutions and the Mason Tenders Training Fund.

Mr. Dering successfully completed the #5600, OSHA Disaster Site Worker Train the Trainer Course and is an authorized Disaster Site Trainer.

He has experience in being the primary training coordinator for a myriad of programs including OSHA construction outreach for scaffold safety, respiratory protection, PPE, hearing conservation, fall protection, and lead awareness. He has additional training experience with CPR/First Aid, Asbestos Supervisor Initial/Refresher, Asbestos Handler Initial/Refresher, Lead Worker Initial/Refresher, Hazardous Waste Operations and Emergency Response, Confined Space, Mold and Microbial Remediation, and Anthrax Remediation. Mr. Dering received his BS degree in Computer Science from the State University of New York at Albany.
